This is a new gameplay mechanic with not much confirmed info, please help out and edit what is incorrect.

The Engineering Center is used to prototype new types of equipment for use by both the frontline and logistics. Prototyping requires Research, which is generated at the frontline, storage towns and other remote locations and Advanced Research, which is gathered during mining operations.
In-game description

The Engineering Center is a unique structure which enables the creation of Prototype Kits which can be used to enable the creation of Relic Vehicles and certain weapons at the Factory and Mass Production Factory.

Prototyping

To create a Prototype Kit, 3 types of Research/Higher Tier Research and 1 type of Advanced Resource is required, each in stacks of 100. For some recipes, no Advanced Resource is needed, only materials.

When a prototype is created, it is't guaranteed to succeed. Succeed of fail, new research is generated for use in future prototypes.

Acquiring Research

Research is passively generated every 10 minutes by Town Halls, Relic Bases, Abandoned Armouries, Mines and Keeps. Forward Bases also generate research granted that they are in a contested Region. The research will automatically appear in the relevant structure inventory. Research is stackable up to 100 and can be crated in stacks of 50 at the Depot .

Types of Research: Relics, Small Ballistics, Transport, Ranged Weapons

The list of all known vault locations can be found here, they vary in size however: Vault Locations

Acquiring Higher Tier Research

Higher tier research (sometimes referred to as Advanced Research, not to be confused with Advanced Resources) is produced upon failure or completion of a prototype. It is used in the high tier items and vehicles such as Storm Tanks and Machine Guns. The type of Higher Tier Research and the quantity received is randomized. Typically, the more research you submit into a prototype, the more research you'll receive.

Heavy Vehicle research can only be produced when prototyping Engine Mechanics and Automatic Weapons.

Types of Research: Heavy Vehicles, Engine Mechanics, Automatic Weapons

Acquiring Relic Tech/Parts

Relic Tech and Relic Parts can be acquired by scrapping at Salvage Fields and Components Fields, most prototypes require either 100 Relic Tech or 100 Relic Parts.

Fields only drop one specific type of advanced resources.

Prototype Recipes

Each recipe requires 3 stacks of Research or Higher Tier Research (100 per stacks) and 1 stack of Advanced Research either Relic Tech or Relic Parts. (both acquired via mining/scrapping). Some recipes use materials instead of advanced research.

Prototyping has a chance to failure, which will result free higher tier research being returned. If the prototype succeeds you'll have a Prototype Kit.

To avoid confusion between the 3 new research all named relic, research relic will be named specifically.

Trivia

  • The Engineering Center shares the same in-game model as the Technology Center (removed in Update 0.26).
  • Each Faction starts the war with four Engineering Centers.
  • Engineering Centers cannot currently be used to create Heavy Infantry Carriers.
  • Research generated in Abandoned Armories and Mines can be stolen by players of the opposing faction.
