Base Upgrades can be unlocked to enable new functionality at their base, nearby Structures, and connected Trench/Bunkers. Upgrades are automatically unlocked over time, at a rate determined by the amount of player activity at this base. Player activity is primarily determined by the number of players that have this base as their Home or Forward Base. Player activity is also influenced by supplying the base and building structures nearby. The unlocking rate is also faster if the base is in a Region Zone that started as "Friendly territory" rather than "Neutral / Enemy territory.
Players can also choose to prioritize one Upgrade over another by clicking on it. The Upgrade that is prioritized by the most players progresses the fastest.
|Provisional Garrison||Connects the base to nearby defensive structures. Defensive structures will deactivate if player activity is too low.
This also allows Towns to be claimed towards the Victory Condition.
|Small Garrison||Permanently connects the base to nearby defensive structures.
Prevents nearby structure decay by consuming Garrison Supplies from the stockpile. Rate of consumption is 2 per hour per structure.
Required to upgrade Base to Tier 2.
|Large Garrison||Prevents nearby structure decay by consuming Garrison Supplies from the stockpile. Rate of consumption is 1 per hour per structure.
Required to upgrade Base to Tier 3.
|Radio Station||Allows this structure to provide map intelligence.|
|Artillery Shelter||Reinforces the outer structure's walls, preventing all damage past a threshold unless the structure's critical supports are hit.|
|Industry||Enables the construction of logistics structures such as factories, refineries, storage depots.|
|Occupied Town||Enables Garrisoned Houses and Safe Houses to be built in this town.|
|Fortifications||Enables additional town defenses to be built such as Mortar Houses and Coastal Gun.|

|Infantry Garrisons||4||Entrenched small arms bunkers manned by stationned troops. Allows connected bunkers to be upgraded into Rifle Garrisons or Machine Gun Garrisons. Requires 4 "Garrison" Modifications.|
|AT Gun Garrison||12||Allows connected bunkers to be upgraded into AT Gun Garrisons. Requires 12 "Garrison" Modifications.|
|Howitzer Garrison||24||Allows connected bunkers to be upgraded into Howitzer Garrisons. Requires 24 "Garrison" Modifications.|
|Observation Bunkers||6||Allows Observation Bunkers to be built in this network.|
|Concrete||12||Allows construction of concrete bunkers and upgrades.
